In Guatemala the murder rate has decreased since 2009, but the number of lynchings has increased since 2008. Is there a link between them? [to be sure, lynchings are also murders, but lynchings might be governance mechanisms as well in the absence of a functional justice system - this is Carlos Mendoza's theory].
