The trade-off Between Civil War and War on Drugs

In Guatemala around 6000 people are killed every year. Experts define a civil war as a conflict of more than 1000 casualties a year. Broadly speaking if 20 percent of the Guatemalan homicides are due to the war on drugs, the price of the war on drugs is civil war, actually several civil wars across Latin America.
