On the one hand . . . on the other . . . economic crisis and illegal immigration

On the one hand Larry Summers argues:
Even with the 2008-2009 policy effort that successfully prevented financial collapse, the US is now half way to a lost economic decade. 
On the other hand AP reports:
Mexican police on Sunday discovered 210 mainly Central and South American migrants crammed inside a truck near the country's southern border, an immigration official said.
I wonder if immigrants consider the current economic situation in the US for their decision to immigrate. It seems like even after factoring in the problems of the US economy their expected value of immigrating is still positive.
