Salazar, 56, governed Chiapas between 2000 and 2006 as a coalition politician, and officials charged Tuesday that he used federal hurricane relief money to enrich himself.
Hurricane Stan struck coastal towns in October 2005, killing 71 people in Chiapas and damaging hundreds of homes in 40 villages.
Lack of effective institutions? Human nature? A combination of them? One can argue however that institutions worked well, with a delay, but they did.
