The focus of entrepreneurial research

According to this Foss and Klein's paper: 
[E]trepreneurship research should focus on the execution of business plans [p. 28]. 
When it comes to the essential characteristics of the entrepreneur they argue that "judgment" is more important than "alertness." Entrepreneurial research must acknowledge that the entrepreneur owns resources and deals with uncertainty (not risk). The use of judgement to make decisions is critical. 
I wonder if the essential characteristics of the entrepreneur have changed or evolved thorough history. In addition, even though one can recognize that there might be some essential traits of the entrepreneur, there might be some skills that make an entrepreneur working in Cameroon, facing more uncertainty, different than an entrepreneur working in the US or Australia.
