High-skill emigration

The graph is form the paper "Globalization, Brain Drain and Development" by Docquier and Rapoport (March 2012). It is forthcoming in the Journal of Economic Literature. 

I didn't expect Central America to be at the top.

The recent literature shows that high-skill emigration need not deplete a coun- tryís human capital stock and can generate positive network externalities.
