The author concludes:
When we examine the world as a whole, we can say that a person chosen at random from the world in 1995, in comparison to his counterpart in 2008, clearly enjoyed a better institutional environment, with more legal rights and economic freedom. In terms of the variance of institutional quality in the countries of the world, we can see that there is convergence in terms of legal institutions, but divergence in terms of political institutions (p. 18).
